House of Representatives Report No. 94, 42D Congress, 2d Session, to accompany bill H. R. 2966. This deluxe binding is said to have been especially bound and distributed by Adolph Heinrich Sutro (1830-1898). Lamar says "He also conceived an ingenious tunneling plan for mining the Comstock Lode: a shaft cut through four miles of Mount Davidson would provide ventilation, drainage, and easy extraction of ore. But for nearly ten years Sutro was blocked by other capitalists who feared his control of the lode. Finally, with the backing of European capital, he was able to complete the shaft in 1878, selling out the next year at a fantastic profit." In this report Sutro's lengthy remarks in defense of his plan are printed in detail, as is the proposed bill. The maps detail the location of the Comstock Lode and the location of his proposed tunnel. Plate 1 is intact but opened carelessly, edges of plate 10 are worn, else a very good copy.
