Institution Officers and Executive Council at time of this publication included: General Winfield S. Hancock, Colonel James Fry, Colonel Wesley Merritt, Colonel T. L. Crittenden, Colonel Theodore F. Rodenbough, and Captain E. S. Godfrey. A very scarce publication.
