9.25" x 14.5". Printed on a heavy grade of paper. An original document issued and signed by Mexican President Porfirio Diaz, commissioning Mr. Federico Gamboa, Minister of Mexico in Belgium and the Low Countries. The International Congress invited Mexico to attend a session in Antwerp, Belgium "for the study of the questions relative to the assistance to released convicts and the protection of children morally abandoned." Through this document Diaz instructs Gamboa, "with the position of Delegate of this Republic, he should attend the said reunion, take part in it, consult in all the issues relative to the session again meeting, and should negotiate, conclude and sign ad referendum the International Agreements which for this cause the delegates meet." Signed boldly by Diaz on the second page. It is countersigned by "the Secretary of Correspondence for Foreign Relations In the City of Mexico on the twenty-first day of the month of April of the year one thousand, nine hundred eleven." In the upper left portion of the second page is the "Great Seal of the Nation", die-cut and blind-stamped, it's designed like a flower, when it's open it's over 6" in diameter, when the petals are folded-in (as it is) the diameter is 3." This is not a printed form. The complete document is hand-written in brown ink by a professional calligrapher. One horizontal fold and some light edgewear, else in near fine condition. Complete English translation laid-in.
