With growing hostility being demonstrated by the Yanktonnais Sioux in southeastern Dakota Territory and southwestern Minnesota, the secretary recommends an additional $100,000 be added to this year's annuity. The Yanktonnais were harboring Inkpaduta, who had led the hostiles in the Spirit Lake Massacre, in which 42 innocent settlers were killed in March, 1857. These groups were a significant negative influence on other Sioux Indians in the region. Near fine, clean copy.
