The report makes the recommendation for an appropriation of $100,000 to enable the Department of the Interior "to redeem the promises made by General Harney to nine bands of the Sioux, at the council held at Fort Pierre in March, 1856." The Sioux were accused of increasing hostility and depredations. The commissioner hoped the money improve their hostile attitude. Fine.
